Founding Background

Since ancient times, human beings have accumulated and succeeded technologies of urban management, however a variety of problems have come up which are associated with the recent urbanization. For example, the CO2 increase due to the mass consumption of fossil fuel, global warming as a result has progressed. Furthermore, there is a variety of transportation for mobility of human beings and things. Some users cannot enjoy the economic efficiency, convenience and safety of the urban traffic systems, causing the problems of mobility-impaired people.On the other hands mobility-impaired people are increasing in the rural areas as a result of emphasis on efficiency of the traffic and transportation systems. In addition, disparities between urban and rural areas and poverty issues due to the concentration of urban population, and the aging society especially for developed countries can be seen.

In order to improve this situation, we need to change "control system of the urban function" itself rather than to solve problems of energy or transportation individually. For example, a "control system of the urban function"(called Urban OS Platform) is essential which obtains and analyzes information on the mobility of various human beings and things from various sensors, then performs optimization according to the purpose, which an urban development plan is created closely linked to. Furthermore, the development of the recent ICT technology exceeds the speed of technological development since the Industrial Revolution, and enables technological innovation which had been considered impossible. This has impacts on the social systems as well as the economic systems, which urges a fundamental reform of the society as a whole, including revision of the fundamental laws.

Goal of the Center

We call the above mentioned "control system of the urban function" the Urban OS Platform, which solves problems accompanying urbanization and provide a comfortable living space for people.
To meet the needs of everyone the following systems are necessary. "Next generation transportation system" should be more convenient and faster than the current cars and urban traffic systems. It should also be safer, environmentally friendly and inexpensive. "On-demand mobility system" should be beyond the concept and shape of the current car. "Simplified mobility system" should enable elderly and handicapped people to seamlessly move from a room to a destination safely in any situation. With regard to the energy and environment we need to fundamentally review the mass consumption of energy and try to switch to natural energy resources such as solar and wind power in order to reduce energy consumption. In addition, we need to create a society where new services to enrich people's lives or to ensure safety and security are born and grown to a new industry.

In the center we will build an Urban OS Platform to create such co-evolutional social systems collecting various data such as traffic, movements of people, energy and activities of citizens with a variety of sensor network as well as using the new innovation based on an approach of Mathematics for industries (Industrial mathematics). The platform has a "flexibility" that can respond to a diversity of values and an "Innovativeness" that can evolve creatively depending on changes in values. Based on this, we will create an innovative society on a global scale emerged from existing constraints of society and infrastructure realizing innovative systems and services for energy, mobility and civic services domestically and globally. We will promote the reform of the society as a whole, including social systems, economic policies and laws by adding a method of Science Technology Innovation Policy(CSTIPS).

The Goals and Objectives

Our goals are as follows.

  1. Building an Urban OS Platform as a resilient social network infrastructure which connect all the systems organically and support them continuously.
  2. Building safe and secure energy systems that support sustainable environments and vibrant urban activities.
  3. Creation of mobility services based on human engineering where public transportation and personal mobility are integrated and linked.
  4. Provision of services related to safety, security, watch over and health for citizens including foreigners, elderly people and children.
